The selectee for this position will serve as the Air Vehicle Engineering Department Head, Code 4.3 in the Research & Engineering Group, 4.0 at the Naval Air Depot, Naval Air Station North Island, California. The selectee is tasked with the responsibility to provide and manage air vehicle engineering resources, processes and facilities necessary to support Integrated Program Teams (IPTs), Fleet Support Teams (FSTs), Externally Directed Teams (EDTs), Product Support Teams (PSTs), and Enterprise Teams (ETs) with the expertise and technical leadership in air vehicle engineering management, systems integration, reliability and maintainability, and system safety for the entire life cycle of assigned weapon systems and equipment. The selectee is responsible for the overall accomplishment of a broad range of In-Service Support (ISS) functions to ensure engineering services and products are correct, provided within budget, and on time to support multi-mission naval aircraft and equipment in a worldwide environment. Aircraft and their associated systems and equipment program assignments are the F/A-18, E-2, C-2, S-3, F-5, T-38, and F-16N.

The successful selectee will perform the following duties:
- Provide technical functions for fielded aircraft and weapon systems assigned to the NAVAIRDEPOT North Island Teams to ensure the people, processes, and facilities are available to meet the needs of IPTs, FSTs, PSTs, EDTs, and ETs.
- Exercise delegated authority to oversee the overall planning, direction, and timely execution of programs relating to the integration and interface of air vehicle systems to meet mission needs or operational requirements.
- Manage the development of policy changes within the Department in response to changes in levels of appropriations.
- Work with top level CAO management personnel to establish competency administrative related policies and ensure these policies and instructions are provided to teams for the management of technical assignments.
- Develop multiyear budgets and work plans, maintain task and expenditure logs, and utilize appropriate accounting systems to manage task assignments and resource expenditures for assigned personnel.
- Participate within workgroups to establish CAO personnel policies; evaluate the performance and rate assigned personnel.
- Resolve complaints and grievances; establish training programs for assigned personnel; and counsel employees within the department relative to administrative problems or personnel problems.
- Exercise supervisory responsibilities over the Air Vehicle Engineering Department personnel directly and through subordinate managers and supervisors at the GS-14 level.
- Provide leadership to carry out EEO policies and communicate support of these policies to subordinates.
- Maintain liaison with NAVAIR personnel and industry technical experts regarding various engineering issues.
- Prepare and present various briefings to program management and top levels of CAO management personnel.
Occasional travel - You may be expected to travel for this position, 5% of the time. Frequent travel by air in accordance with established travel regulations will be necessary.

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)
Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of Engineering experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing and managing air vehicle engineering resources, processes, and facilities to support the work efforts of integrated program, product, or fleet teams; providing expert advice and technical leadership in the areas of air vehicle engineering management, systems integration, reliability and maintainability, and system safety throughout the life cycle of assigned weapon systems and equipment; overseeing in-service support functions to ensure engineering services and products supporting Naval aircraft and equipment are accurate, cost-effective, and timely; applying technical knowledge of air vehicle systems and subsystems, systems engineering management, system safety, industrial processes, maintenance concepts, and operational plans to resolve difficult problems; providing administrative and technical advice to integrated team members to ensure the delivery of timely, cost-effective products and services to customers; and collaborating with managers and senior leadership to accomplish the organization's strategic goals.
