The Domestic Wastewater Program in the Division of Water Resource Management is advertising for a full-time Career Service Environmental Consultant position responsible for working with Department staff and stakeholders in the Department’s Domestic Wastewater Program.

Duties and Responsibilities:

This position performs advanced professional work in the Domestic Wastewater Program, including coordination of the Department’s water reuse program established in response to the State objective of encouraging and promoting water reuse (403.064 and 373.250, F.S.) This position:

  • Assists in development of rules and policies related to reuse. Evaluates current rules and policies and recommends modifications as needed. Assists in any necessary rulemaking and policy-making activities. Reviews and makes recommendations to draft and existing legislation and conducts bill analyses. Ensures that rules, policies, and legislation are consistent with environmental and economic concerns and with sound management practices. Works with EPA and the Water Management Districts to ensure consistency among each agencies' rules and policies;

  • Assists Department staff and management with interpretations of rules and policies. Assists in training and providing technical guidance to staff and management on water reuse projects or issues;

  • Consults with, coordinates with, and responds to inquiries from state and federal agencies, local governments, regional planning agencies, businesses, professional interests, engineering firms, and the public on reuse of reclaimed water issues as needed. Provides training and makes technical presentations to inform these interests about the Department’s water reuse program;

  • Evaluates the feasibility of reuse and disinfection technologies for application in the State and provides technical assistance to Department staff and management on the use of those technologies. Provides technical assistance to Department staff on special reuse projects and other domestic wastewater management issues;

  • Organizes and chairs Florida’s Reuse Coordinating Group;

  • Compiles and maintains an inventory of reuse facilities in the State;

  • Maintains an inventory of pathogen monitoring data; and

  • Performs other related duties as assigned.


  • Knowledge of the concepts, terminology, principles, and analytical techniques of environmental science.

  • Ability to understand and apply applicable State and Federal rules, regulations, legislation, policies, and procedures related to domestic wastewater management and water reuse.

  • Ability to analyze and interpret scientific data.

  • Ability to evaluate and investigatedomestic wastewater treatment and water reuse projects.

  • Ability to use computers and computer software.

  • Ability to plan, organize, coordinate, and complete work assignments.

  • Ability to communicate effectively, both in writing and verbally.

  • Ability to establish and maintain effective working relationships.

  • Ability to travel outside Tallahassee and maintain a valid drivers' license.


  • Knowledge of State and Federal regulations related to domestic wastewater management, water reuse, and disinfection.

  • Knowledge of domestic wastewater management and water reuse.

  • Knowledge of sampling techniques, testing procedures, and quality assurance pertaining to monitoring at domestic wastewater facilities.


  • A 4-year degree from an accredited college of university with a major in major in engineering, environmental science, or one of the natural sciences; a degree in engineering is preferred.

  • A minimum of five years of related professional experience.

  • A valid driver's license.

POSITION LOCATION:Bob Martinez Center, 2600 Blair Stone Road, Tallahassee, Florida

ANNUAL SALARY RANGE:$46,381.14-$65,000.00(salary commensurate with experience)
